Caravan & Residential Parks Victoria has launched it revised strategic policy statement, Accelerating Affordable Housing – The Residential Land Lease Solution.
The statement includes 12 highly targeted, explicit policy recommendations that, if adopted by the Victorian Government, will position the sector as a mainstream response to Victoria’s housing supply challenges and encourage residential land lease developers to invest further in peri-urban and regional Victoria.
Building on reforms progressed since the release of the initial policy recommendations in June 2025, the objective is to remove planning and regulatory barriers by establishing RLLCs as a clearly defined and supported land use, with streamlined approval pathways and alignment to state housing targets, ageing‑in‑place and regional growth priorities.
Our recommendations aim to reduce approval timeframes and costs, unlock access to government land and programs, and improve project feasibility and investment confidence across the state.
In the lead‑up to the November 2026 Victorian election, CRPVic is seeking bipartisan commitment to these reforms by demonstrating the economic, social and housing benefits of RLLCs and securing priority implementation in the next term of government.
