CRPVic is proud to announce the release of our landmark policy document, Accelerating Affordable Housing – The Residential Land Lease Solution, a comprehensive strategy that positions Residential Land Lease Communities (RLLCs) as a vital part of Victoria’s housing future.

This policy is the result of extensive consultation with industry stakeholders and provides 16 targeted recommendations to unlock land, streamline planning, and reduce regulatory barriers—ensuring that RLLCs can thrive and deliver more affordable, secure, and community-oriented housing across the state.

Why These Policy Recommendations Matter

Victoria is facing a critical housing affordability crisis, with demand for diverse and accessible housing options growing rapidly—especially among the 60–74 age group. RLLCs offer a proven solution: affordable home ownership, vibrant community living, and the ability to age in place with dignity and independence.

Yet, as the policy outlines, Victoria lags behind other states like New South Wales and Queensland in RLLC development due to complex planning systems, inconsistent local policies, and limited land access. This document provides a clear roadmap to reverse that trend.

What the Policy Delivers

  • A bold vision for how RLLCs can help meet Victoria’s 2051 housing targets—potentially delivering over 180,000 new homes and freeing up an equivalent number of family homes.
  • Six key reform areas, including planning and zoning, legal clarity, land acquisition, infrastructure coordination, and design innovation.
  • A call to action for government to recognise RLLCs as a priority affordable housing solution under Part 4 and Part 4A of the Residential Tenancies Act 1997.
